This message is to keep you informed about recent state and federal legislative activities that may impact the services provided by Center for Human Services (CHS). As a nonprofit organization, CHS relies on funding from federal and state allocations, as well as donations and grants. We encourage all our supporters to take an active role in advocating for policies and funding that support our mission.
Missouri Legislative Process Update
The annual budget process at both the state and federal levels is underway for Fiscal Year 2025-2026, and while no final decisions have been made, there is still time to advocate for the people we support.
We are halfway through the Missouri Legislative process, and lawmakers are currently on Spring Break, returning on March 24th. When they reconvene, the House will finalize its version of the budget, followed by Senate budget discussions.
Additionally, there are several early childhood bills to support, including HB 269, which incentivizes private contributions and employer-supported childcare. It has passed in the House and awaits Senate action. To stay informed and advocate for childcare issues, visit Kids Win Missouri.
Missouri State Budget
Governor Kehoe has recommended funding to address waitlists for the Department of Mental Health’s community-based Intellectual and Developmental Disability services, as well as the Division of Vocational Rehabilitation’s employment services. However, his budget did not include a Cost of Living Adjustment (COLA) to offset rising costs. We need your help to urge the Missouri House of Representatives and Senate to support a 1.7% COLA, along with waitlist funding and child-specific initiatives.

Federal Budget
The federal government continues to use reconciliation rather than a traditional budget process. Under current instructions to Congress in reconciliation, significant reductions to Medicaid are indicated. Medicaid is a vital funding source for the people we serve, and any reduction could negatively impact our services, including Head Start programs.
