Our leadership team is comprised of 9 individuals known for innovation and marked by years of experience in their respective fields. They are continually exploring techniques and methods to improve the lives of those we serve.
Our leadership team gathers, directs, and focuses our resources to their maximum potential. They all share a strong sense of community and believe that all individuals should have the opportunity to thrive.
David Kramer - Chief Executive Officer
David has over 30 years of experience working in a wide range of intellectual and developmental disability services, in both management and direct support. He holds a bachelor of science degree in Psychology from St. Louis University and an MBA from Washington University. An active member of the community, he believes in paying it forward and giving back. He enjoys time with family, traveling the world, hiking, horseback riding, any/all sports, and a good book.
Vickie Akin - Chief Financial Officer
Vickie came to Center for Human Services in 2022 after spending over 20 years in state government. Vickie holds a bachelor of science degree in business administration, accounting, and international business, and an MBA from Columbia College. She enjoys spending time with her family and her Great Dane, working on home improvement projects, and traveling.
Loletta Combs - Chief Program Officer
Loletta has worked for Center for Human Services for over 30 years in the Family and Child Development (FCD) Department and was named FCD Director in December 2006. She began her career in this department as a mental health provider on the early intervention teams. She has been a provider in many of the department’s programs and has held various leadership roles. In addition to program leadership, she is the grants writer for the state and federal grants awarded to the agency, specifically to assist children under age three and their families. She has served on many local and state boards, including the Missouri Head Start Association. She is very active in the community supporting other organizations and youth programs, including the Mentoring Program at Washington Elementary.
Terry Combs - Chief Business Development Officer
Terry has nearly 26 years of experience leading and growing a non-profit disability service organization, through his prior role of Chief Executive Officer for Chariton Valley Association, Inc. before joining CHS in 2022. His personal experience with his brother Mike who suffered a traumatic brain injury from a car accident led him to begin his career in the field of developmental disabilities. Terry holds a Bachelor of Science degree in Accounting from Truman State University. Throughout his career, Mr. Combs has been a staunch advocate for people with disabilities and has served in various volunteer capacities of many disabilities, healthcare, and service-oriented organizations such as, MARF, Missouri Foundation for Health, Kirk-Tran, and Thousand Hills Rotary. He enjoys spending time with his family in addition to participating in just about any outdoor activity ranging from working on his farm in North Missouri to playing golf.
Rachel Broom - Chief Development Officer
Rachel has over 20 years of experience in the nonprofit sector, and her core values stem from her commitment to positively impacting communities and the people within them, especially those most vulnerable. She has a proven track record in securing social impact investments, charitable giving, and building relationships, and has effectively developed and implemented strategic plans to drive sustainable growth and expand the capacity of nonprofit organizations. As Chief Development Officer at the Center for Human Services, Rachel is here to inspire a sense of community and shared purpose, where donors, partners, and stakeholders are deeply engaged in our mission. Outside of work, she enjoys exploring national parks, skiing, whitewater rafting, playing with her dogs, and reading.
Norm Zinck - Vice President of Special Projects
Norm joined Center for Human Services in 2019 after spending over 35 years in manufacturing with international and local companies. While serving as a Center for Human Services Board Member and working with clients, he became passionate about our mission. Norm wanted to contribute more in support of Center for Human Services and those we serve. Norm holds a master’s degree in business management from the University of Phoenix. He enjoys working with people and is an avid outdoorsman who enjoys a variety of outdoor activities alongside his family and friends. He supports local and state conservation efforts through organizations such as Ducks Unlimited, The Missouri Conservation Federation, and the Missouri Cattlemen’s Association.
Roxy Antonio - Chief Human Resources Officer
Roxy came to Center for Human Services in 2021 after spending 15 years in various HR-related positions in state government. She admired our mission and knew that she wanted to help individuals live a life beyond limitations. Roxy has a bachelor's degree in both business administration and accounting, and a master’s degree in business administration from Lincoln University. She is an advocate for Diversity, Inclusion, Equity, and Belonging and she wants to see Center for Human Services become the employer of choice and a model of inclusive culture within its footprint. Roxy and her husband own a tree service business in Jefferson City. She also serves as a board member for the Missouri Baptist Credit Union and the Hispanic Baptist Fellowship Association. She enjoys spending time with her husband and three grown children or taking long walks with her two Jack Russell Terriers.
Linda Holland - Associate Vice President of Service Coordination
Linda has worked for Center for Human Services for over 23 years in the Service Coordination department, starting as a Team Leader and growing through the ranks to become a Director. Linda has over 28 years of experience in the developmental disability field with 26 years in Service Coordination.
Shawn Sharp - Associate Vice President of Family & Child Development
Shawn has worked for Center for Human Services for over 20 years in the Family and Child Development Department. She began her early childhood education career over 30 years ago with the Department of Defense Child Develop Programs in Germany, California, and South Carolina before moving to Missouri. With Center for Human Services, Shawn started as a lead teacher with the Missouri Preschool project before becoming the Early Care and Education Site Manager. In that role, she ensured high-quality education services for the program's childcare center and led the process to become accredited with Missouri Accreditation - an accomplishment held since 2002. She became the Director of Family and Child Development in October 2020. Shawn serves on the Missouri Head Start Association board and enjoys being active with her family and grandchildren.
Linda Bowers- Associate Vice President of Community and Employment Services
Linda brings over four decades of experience in leadership, growth, and advocacy for individuals with disabilities in Missouri. With a distinguished career spanning 31 years as the Regional Office Director for the Missouri Department of Mental Health, Division of Developmental Disabilities at multiple sites, Linda retired in 2014. Following her tenure with the Division, she assumed the role of Program Director at Chariton Valley Association, Inc., later advancing to Associate Vice President of Community and Employment Services upon CVA's merger with CHS. Linda holds a Master's Degree in Adult Higher Education and Allied Health from the University of Missouri.
In addition to her professional achievements, Linda remains actively engaged in the community as a member of the Kirksville Rotary Club and serves on the Board of Directors for the Kirksville Ambulance District. During her leisure time, she dedicates herself to volunteer work as a water aerobics instructor and cherishes moments with her husband, two sons, and beloved dog, Lily.
